NCMA Biography
Rodger W. Phillips (Bill) recently retired from the United States Air Force as a Lieutenant Colonel and Commander of the 15th Contracting Squadron, 15th Air Wing, Pacific Air Forces on Oahu, Hawaii. His over 22 years of acquisition experience included assignments to Andrews AFB, District of Columbia, Space and Missile Systems Center, Los Angeles Air Base, California; overseas assignments to the U.S. Embassy Copenhagen, Denmark and Riyadh, Kingdom of Saudi Arabia (KSA). His deployments included OPERATION Southern Watch - Dhahran, KSA, OPERATION Provide Comfort - Zakhu, Northern Iraq, NATO Implementation/Stabilization Forces (IFOR/SFOR) - Sarajevo, Bosnia-Herzegovina, and EXERCISE Tandem Thrust 01 – Rockhampton, Australia. He has covered Base, Systems, Grants and Deployment level procurement and is Defense Acquisition Workforce Improvement Act (DAWIA), Acquisition Professional Development Program (APDP), Level III certified. He is currently a Contract Advisor/Specialist for the United States Marine Corps, Regional Contracting Office, Hawaii at Marine Forces Pacific (MARFORPAC), Camp Smith, Pacific Command (PACOM).
