Public Rules Now Located at Regulations.Gov
In an effort to support eRulemarking, one of the President's e-government initiatives, all public regulatory documents and comments will be posted to the website http://www.regulations.gov. Public comments will also be received at this site. Regulatory documents are no longer accessible at http://www.acquisition.gov/far.

Search for any document by first selecting the proper document types and selecting "Federal Acquisition Regulation" as the agency of choice. At the "Keyword" prompt, type in the FAR case number (for example, FAR Case 2006-001) and click on the "Submit" button.

State of Hawaii (Hawaii Procurement Institute)
The Hawaii Procurement Institute wanted to make sure you were aware that the State of Hawaii now has administrative rules for a state small business preference program.
The interim HAR 3-124-70 et seq implement HRS section 103D-906 which provides for "rules to promote the growth and development of small businesses that shall include:
(1) Set-asides for small businesses in appropriate classifications of requirements suitable to performance by small businesses; and
(2) Criteria designed to encourage the use of small businesses as subcontractors on large contracts."

Federal Contractors
Federal contractors can collect up to 8.5% in interest and penalties for each month the government fails to pay on a valid invoice. Effective December 31, 2004, the new Prompt Pay interest rate is 4.25% and, under some circumstances, contractors can collect another 4.25% in penalties.
